This rate applies to an individual who is a designer or a non-design professional who has been working in the field for more than three years.

This rate applies to an individual who meets one of the following criteria:
- Individual designer who has been working in the field for fewer than three years
- Individual full-time educator teaching design
- Individual designer working at an institution, non-profit, or museum
- Individual who is retired from the field and retains a continued interest in the design profession
- Individual designer living in a developing global region
